On May 6, 2016, training workshop on “Specifics of Drafting and Management of Four-Year Development Plan of Multi-Settlement Municipalities” was held at CFOA office.

The training workshop was organised (held) in the framework of “Assistance to Drafting and Discussion of Four-Year Development Plans of Dilijan, Tumanyan and Tatev Municipalities” Project. The Project is funded and coordinated by GIZ Local Government Programme South Caucasus Armenia, implementation of which is sourced out to CFOA. The overall aim of the Project is to provide technical and professional support to consolidated municipalities in accordance with the Operational Plan for 2016 agreed with the Ministry of Territorial Administration and Development.

This exercise is the first event to launch the process of designing municipal development plans in the above municipalities and it targets municipal experts. Municipal experts have been selected by CFOA and agreed with the GIZ LoGoPro as key actors in implementing the programmed activities and events in the respective municipalities. They are directly involved in the drafting of four-year development plan for multi-settlement municipalities.

Armen Keshishyan, GIZ Adviser and Project Coordinator, delivered an opening speech to state the overall framework of the Project, presented the expectations from the partners and the timeline of activities, and pledged the everyday advisory and organisational support to the team by setting the scene for cooperation among GIZ LoGoPro, implementing organisation (CFOA) and local experts.

The CFOA experts, Vahan Movsisyan as Project Manager and Vahram Shahbazyan as Senior Expert, made presentations on the Methodology of Designing and Managing Municipal Development Plans, the Guidelines on application of the Methodology in multi-settlement municipalities, details of MDP Monitoring and Evaluation. In addition, details of organising the Project works, duties and responsibilities of municipal experts, as well as the reporting lines have ben reiterated to secure smooth implementation of the Project.

Municipal experts were equipped with materials (methodologies, guidelines, legal and normative acts, etc.) essential to their work at grassroots level in the municipalities. The Project implementation work plan was also presented and agreed at this Workshop.

It was agreed that the first training and workshop on MDPs for local stakeholders (mayors, avagani, municipal organisations, local NGOs, private sector representatives, etc.) will be held in Tumanyan on 18-19 May 2016.

The scopes of activities of community experts as well as implementation deadlines for each and every programmed activity and measure were also discussed at the training.

The concluding working section of the workshop was devoted to discussions of specific methodological provisions, legal issues, code of conduct of expert team in working with local population, objective difficulties and ways to overcome them, as well as other issues associated with Project implementation in the municipalities of Tumanyan, Tatev and Dilijan.

CFOA will continue to fully inform interested parties about the progress in implementation of the Project.
