THE WAYS OF LOCAL-SELF GOVERNMENT SYSTEM DEVELOPMENT IN THE REPUBLIC OF ARMENIA THE WAYS OF LOCAL-SELF GOVERNMENT SYSTEM DEVELOPMENT IN THE REPUBLIC OF ARMENIA

Within 2002-2004 the “Strengthening Fiscal Framework for Local Government Reform: Policy Design” program for South Caucuses Countries have been implemented by joint initiation and assistance of the World Bank Institute, Local Government and Public Service Reform Initiative and United Nations Development Program. The Program resulted during the regional forum entitled “Decentralization in Armenia , Azerbaijan and Georgia ” that took place in Bacuriani , Georgia on 14-15 May 2002. Representatives from international organizations, experts and 15 representatives from each Republic of South Caucuses participated in the forum. After the forum the organizers of the latter decided to organize periodic meetings with officials representing various government levels of South Caucuses Countries, as well as representatives and experts of non-governmental organizations aimed to experience exchange, discussion of relevant problems, policy elaboration. Each country participated with its team, where initially 8 representatives were included, but further the number was increased up to ten people in each team.
In the scope of the project, within the two years the three National Teams prepared papers referring to the solution of three main problems available in each country in the field of local self government. The papers were presented and discussed during the following meetings. One Consultant invited from European country was working with each team. The latter in its turn prepared comparative analysis of three countries based on the subject.
The National Teams met for four times.

The Armenian Team successfully participated in the project and prepared three materials, which are included in the Collection. Vera Kamenickova, the Director of the Secretariat for the Government Council for Economic and Social Strategy of Prime Minister Office of Czech Republic , was the Consultant of Armenian Team. Narine Sahakyan, Portfelio Manager of UNDP Armenia Office organized the preparatory works of the meetings of Armenian Team and accompanied the latter. Members of the team of Armenia :
The local self governance in Armenia needs institutional and complex reforms. The papers prepared by the Armenian Team and included in this Collection will be useful also for the initiators and executors of the mentioned reforms.
