In 2011 in the framework of Capacity Assessment of Local Governance on participatory policy and planning project, Communities Finance Officers Association convened community discussions in 16 pilot communities of Lori and Tavush marzes of Armenia, with the objective to identify community problems and challenges, formulate the relevant projects titles, and set those in prioritised order. Community discussions were attended by members of community councils, heads of communities, and high-rank officers of the community administrations, representatives of non-governmental organisations, active civic groups, and private sector. The projects were prioritised in accordance with the methodology described below.
